Workflow send notification to all the users as supervisor — at Initial Version

Description
If added to an End Status the workflow send email messages to all the users as if they are workflow supervisors.
This also slows down the process because the system has to compose and send more messages than necessary.
Given the example in the images, the workflow administrator receives 3 messages as supervisor and 1 as participant
